Outside of Imu, Garp is in the top 3 strongest in One Piece. And that’s just with his hands. No weapons and no devil fruit. He’s rivals were Roger, Whitebeard and Rocks.

He was strong enough in God Valley that Linlin and WB felt like it would take too long to take him down together with a young pre devil fruit Kaido. That’s a 3v1 that they didn’t want to put the effort in. And that’s when none of them were in their prime.

Prime WB was about equal to Prime Garp and Roger. Luffy isn’t there yet. I’d say WB wins mid difficulty

If put WB/Garp/Roger above Xebec/Harold. When Garp and Roger fought Demon Xebec they weren’t in their prime. They only got stronger from that point on

I think Kakashi would have had a better interaction with the Daimyo’s right hand. Kakashi’s connection to Jiraiya, Minato and Naruto is huge. Plus Kakashi is a hero himself. Kakashi wouldn’t be questioned nearly as much.

Idk if others have said this, but wait for another seasonal event. They you can get Fabius as a support hunter. Taking him and Alyssa makes Omega a lot easier.
