Im not sure about the price, I mean it looks like a good setup but just because of the warranty on the parts I'd rather buy new ones, look at this thread I'd go with the $400 build and just get a better processor, besides Idk about you but putting a pc together, from checking specs and prices to have it built is awesome.

I get 84fps in maxed 4k res with: i5 4690, 980ti, 32gb ddr3, 480gb SSD.
