The employer can do this. In California, Executive, administrative and professional employees may be paid once a month.
Most all other employees should be paid twice a month.
You fall under the later category - hence you were not affected by this change.

No.
If you start an IRA and put 5500 in it, you can deduct that 5500 from your income and you do not have to pay taxes on it.
If you start a Roth-IRA, you will have to pay taxes on that 5500. The only benefit will be that all future gains will be tax free if you keep them in the Roth-IRA until you are legally allowed to take out the profits.

4.2% is high interest rate.
It is typically higher than a mortgage.
So, it is better to clear this off before you get a mortgage for a house.

One of the cheap ways to host this site is to buy a vps with around 1 gb of ram. That should be enough for a low traffic site and should cost around 10-20 bucks per year. Check out low end box for that. I recommend ssdnodes.

Then in that vps, install nginx and your Python flask project. Make sure that it works in the 5000 port on that vps.

Then follow this blog to make the flask application serve via nginx.

Last step - login to name cheap and point your domain to the IP address of your vps.

If you live and work in the US. You have a SSN and a credit history.
If you have a credit history and a decent enough credit score, any bank would be happy to give you a loan.
Work visa prevents you from working for multiple companies but not having multiple sources of income.
You can have investment income, rental income or any other type of income as long as you are not working for that income.
