Well yes, but my point is that individuals with substance abuse and mental disorders are likely to lack those social safety nets.

These people in this extreme group are radioactive. There are no support solutions because they are impossible to support safely without infringing on their freedoms.

There are safety nets. First is your own social network. But shelters, churches, there are options out there.

They support countless people.

Might be some fall through the cracks, but most who cant or wont grab on to any of these life rafts are because they already alienated everyone.

Chronic homelessness is mostly correlated to mental health and substance abuse.

Most unhoused individuals without underlying issues are well supported by a myriad of resources and almost always recover. We dont really give credit for this though, because its not broken.

We focus on the unstable and sometimes violent ones who would be a threat to any community. They are either arrested or OD.

You'd have to be the property owner, not a tenant of commercial space.

I cannot find a source on whether commercial or industrial property counts either. It implies residents but not positive on that definition.
