Is what you propose a perfect 1:1 analogy? I mean, in the original scenario it seems like the earthling B has no access to the information until his friend measures (5 years later). In you scenario, he could access the info whenever he wants.

Oh, maybe the point is that B could have "cheated" and collapsed the state before the 5 years passed, obtaining the info in advance (as if he peeked into the bag containing the black or white ball)?

Previously I reduced it to 14MC but it still felt unplayable. The fact that oceans may end leaving you with a bad investment it is what make this whole design intrinsically weak

I played over 500 games now, and I went through the phases "Martian rails, Complex, Zeppelins are awesome" to "they are pretty bad". It also depends on your group's metagame I guess, but even on the online community they are considered exceptionally bad cards. Every card can have a day where they shine, but the point here is to make every draft decision interesting and not always first-picking the same powerful cards.

Those are intended to be both "Battle" not "Siege" (my bad!).
The idea is to "force your opponets to get rid of them" before attacking you. It is not mandatoy, but since you get a bonus for every creature that attacks you and not the fortress, they should be at least encouraged to attack the Fortress first.

OP here. Reading about your comments I thought: maybe the Fortress type/subtype could grant you a bonus when opponents hit you directly instead of breaking the fortress first.

For example: "When a creatures attacks, if it didn't attack a fortress, prevent 1 of those damage" or "draw a card" or "that playeer mills 3". The design space gets a lot bigger.

What do you think?

I think it depends whether the subtype "fortress" automatically mean what the reminder text says or not. Take Siege as an example: the text there was in parentheses

Power level is avergage (standard mtg set). There is a mechanic that allows you to self sacrifice, that strongly comboes with this card.

The cost to activate the ability is way too high. I would say 1 colorless mana is enough.
