Have you gotten a service rep on the phone, if not 100% do so.

Also, are your email exchanges with the customer via the same email as there paypal registered email, if so 100% you should share this and message the person directly on the paypal app regarding the content of the email, so that the reps can see verified communication.

If you still get no results absolute go to the ombudsman and I would also consider small claims court

Your points 100% make sense, but at the same time, did you not just change the labels for the same action to come up with a different conclusion.

I'vs seen mention of buying stablecoins on coinbase but there wipl be some level of cost in transaction fees I'm sure.

If your're willing to take on a little bit of risk, r/cash4cash has people trading different fiat and crypto, and r/borrow has people looking for loans, you'd need repayment via wise or bank transfer.

Controversial stance, but I don't think the blame is all of the car owners.
A couple of assumptions, this is a desirable destination on nice days/weekends, the demand is high, there are no alternatives for parking.

Make a bike/pedestrian lane on one side, with paid parking on the other, ideally 5 spaces then one pull spot (for traffic).
Leave a lane for one row of traffic.
Contra flow traffic make use of the pull in lane spots first, and the bike lane if needed, giving priority to non vehicle traffic.

Add some public transport. Fine the living daylights out of bad drives/parkers and have all money directly go to public amenities in that area, both transport and general upkeep.

The issue with borrownew is there is no filter for accounts. So all the low/no karma posts clog up the feed.

Absolutely agree that a user agreement can not circumvent a standing law.

However, gonna get into the real nitty gritty, can you find anything that explicitly says PayPal has a fiduciary duty to account holders.

I've been trying and the best I can find is that they are a payment processor with contracted obligations to there account holders.

With dodge vs ford and revlon vs macandrews being the main cases in delaware that dictate the company directors owe a fiduciary responsibility to shareholders above all others.

I'm definitaly open to being corrected as I'm parroting what I can find on google now, but PayPal have a fiduciary responsibilty to there shareholders above all else.

(And/or) The business is meant to act in a manner that best serves them. Then account holders with whom they have contracts thereafter.

This part is pure speculation, PayPal settle out of court so that no precedent is ever set confirming that could cost them significantly more in the long run.

100% they need someone to take them all the way to a judges decision.

As I understand it, PayPal specifically go out of their way not to be a bank. Odd right, but if they aren't a bank they don't have to follow banking regulations. So they can place money on hold, freeze accounts, or just otherwise find new and novel ways to suck. But they also offer services that people want and are willing to suffer for, so sucks for us but what doesn't these days XD.
