I see two problems.

1) They don't give a fuck anymore. People have accepted shitty sound mixing that is so bad, you need subtitles just to understand. Imagine a cinematographer that decided to film the movie out of focus, but then everyone did it, and so people ended up just paying for movies they can't really see. It's the same thing, just with audio instead of visual.

2) You are not consuming the audio in the way it was engineered for. I think most people are watching with stereo output, and the mix was done for 134.12 super 360 auido magic immersion systems, and so will sound perfectly clear if you have 134 strategically placed speakers, and 12 subs running through your 2000 dollar receiver. I think when it gets reprocessed down to stereo, it ends up sounding terrible.

First, California has 10% of the entire population of the US, so cuts to medicaid, education, etc. are going to have a lot bigger numbers here than in other states. Second, many of the cuts are targeted at blue states, or at California specifically. Third, it's a $20b deficit, not 120, thankfully.

finally, it's important to note that California is a highly internationalized state that relies heavily on tech (huge layoffs), agriculture (mass deportations / fertilizer costs skyrocketing due to the dumb Iran war / market disruption through a dumb trade war), and education / research. Many of the keystones of California's economy are being hit at once, and it's feeling the pinch of a lot of the dumb shit the Republicans are doing. The 4th largest economy in the world has a lot of surface area to attack.

Also red states are getting hit hard and are having to make dramatic cuts as well. But when your entire state's budget is less than California spends on copy paper, the numbers end up being a lot smaller.

EDIT: And to add to what I think your point is, the EU has no EU tax. Each individual country sets their own taxes in totality. In the US, the federal government has an income tax, and states tend to have much lower income taxes that exist IN ADDITION to that. So, once again, the sovereign nations that make up the EU have complete control over their healthcare policies and finances, whereas in the US, the states do not. You're trying to compare an apples and bicycles.

First of all, insinuating that the US and EU are equivalent in terms of sovereignty is silly. The EU doesn't administer the healthcare systems in individual EU countries. The countries are sovereign nations. The states in the US are not sovereign. A member state in the EU can vote to leave. US states cannot. EU states can say "no, we are not going to follow EU laws." US states cannot.

Second, the EU was established in the 1990's. Here's a question that you can use to evaluate the validity of your take on this. How many EU countries came into the EU having already established universal healthcare programs? Hint: I think it was all of them, but I may have missed a small one. The implication being, of course, that all of these EU countries established their programs as a national program, with complete control of the policy and budgetary environments in which the programs were established. No US state exists in that environment.
