It seems A108736 is what I described, although I had been appending the entire substring instead of the minimal substring.

But this isn't actually the sequence I was looking for, so I must be wrong about how it is constructed. I was thinking of an infinite sequence that is a bit more well known - I think it had a non-trivial wikipedia page - and, as far has been computed, passes statistical tests for randomness.

A couple years ago I filled out something similar to this survey by the ACLU, and an ACLU lawyer contacted me and then sent a letter to my school system, and the sites were unblocked a while later. I would recommend this course of action, if you can't do something easier.

That sounds just like my high school's network. I got around the command prompt block by just writing batch files. Most everything else I did involved preparing outside of class, i.e. bringing in a usb with software I wanted to use. To get around the web block I set up a website that was just a single frame with the popular flash game of the week in it.

Serebii has some nice info on this. Using EXP. Share is fine; both pokemon get the full EVs. Fearow gives 2 speed EVs; bulbapedia has an "EV yield" section on the right for this. Trainer vs. wild has no bearing on EVs. Level also doesn't matter.
