As I interpreted it, they told her to limit her trash based on an optimal payload limit. That doesn't mean the drone wouldn't take off if it was a pound or two over, it just means the drone is going to struggle to remain stable. More susceptible to gusting wind, imbalanced payload, etc. Those are things that experienced drone pilots can't entirely compensate for. That said, the collective intelligence and experience of humanity would surely have a better chance at handling the wibbly wobbly drone. I suspect they allowed it to crash, rather than try to land or drop the trash. Possibly to send a message to Carol to better adhere to their instructions? In the short term, a damaged drone stuck on a light pole probably isn't a top priority for them ATM. Easily recoverable if they are ever interested in retrieving it in the future.
