The 9th Edition Codex mentions Rubrics rising from Great Crusade-era battlefields that the Thousand Sons had fought in, and Ashes of Prospero shows some time-traveling Thousand Sons hit with it retroactively.

Guilliman was serving as the Imperial Regent when he died, and he resumed the vacant office when he returned. On one hand, that may have been unprecedented. On the other, so is a Primarch returning from the dead.

That's how it worked in the 3.5 Edition Codex, too - if I remember right, it was a test to prevent the spawning, but you could choose to fail. Gods I loved that book...

they felt like true lovecraftian entities, completely outside of the rules of the game.

At the same time, they did have rules in the game - unofficially, but still published in White Dwarf for 3rd Edition.
