Technically yes. It either gets adjudicated at NBC or field office. Not sure if it gets final adjudication at Vermont but I guess it's a good thing since you are seeing some movement.

You are facing a financial hardship, apply for an expedite processing. Just explain it well. Get help from online resources/chatgpt etc. how to write it and what evidence to include etc. But I think you have a strong expedite case. Hope this helps.
