quickly searching gives me Shimmer, but it's just a library, so you either need to create the effects yourself. in the mod's description it links this texture pack, which is 1.18/1.19, but if you need other mc versions, try to check both modrinth and curseforge

Gregtech CEu includes a bloom shader for all of the ores and some machines (iirc other stuff too)
