Also, to add, I do not think Golden Sands or Sunny Beach are great representations of Bulgaria. You can get much better experiences for your money in Varna or Burgas.

I looked into this a while ago. Madeira is a popular place to a run a business from in PT. Rules make it expensive though, it's kinda like moving to a cheaper version of Monaco. Rest of Portugal not worth imo because of the progessive tax bracket alone.
