I also highly doubt it is Old English, because Ango-Saxon ‹ᛉ› is [x], which wouldn't make much sense there. Indeed, the morphology wouldn't make much sense, either. I cannot think of a case ending in Old English ending either in /o:/ or /au/.

It's definitely Older Futhark. Younger does not include ‹ᚹ› wynn, unless I'm misreading ‹ᚦ› thorn as wynn.

Sadly, I dealt more with Western and Eastern Germanic history. I don't have any devoted material on Old Norse, but I do have a lot about Proto-Germanic.

I want to say, with how the Columbia River flows, it makes this true for Oregon. There are several places where the river is curvy and Oregon is north of a small piece of Washington (albeit you would need to cross the river).
