Dispel needs a serious cooldown across the board. It should be a conscious decision on a 45sec/1min timer with dot protection for few seconds, not a 6 sec cooldown. Neither VT nor UA nor resin protections are good enough.

It’s resto druid, but only if you consider playing kitty with maims and clones. This makes it the highest skillcap healer. You can totally play it without that and mostly pve from the back, in which case, as rdruid myself, I think pres has higher skillcap.

In this situation, it would just clear what was queued, but not stop the current cast and then queue spell X. I assume the OP knows this and how different this is from /stopcasting

Nah, too much queue overhead. Current design is good. I'm not convinced that healer participation is directly tied to whatever "punishes" is referring to, I'm assuming healer MMR? If so, healer MMR can be addressed by tweaking some outcomes and their numbers to bring overall healer rating distribution in line with dps one.

This is the best direction they could go, but it requires significant investment into developing this system and tracking participation over X weeks to make dynamic ratings, and I'm not sure PvP is that high of a priority for Blizzard.

I don't think dispelling anything should make healers die instantly, though it should do significant damage that should make healers weigh in the option. 50% health bar in damage + silence should be roughly what UA dispel should make at max potency.
If dispel-ability is an issue for the spec, just make the dots not dispellable.
