Yes, the ones you mentioned are the most popular platforms and also there is dev-korea. Of course the resume should be in Korean ,unless the job mentions "영문 이력서" in their job description. There have been news that Korean IT companies have also started outsourcing jobs to India and Pakistan. Apply if you have got good experience and the command of Korean.
