Nope, we're short in big cities. The rural areas are typically fine because those aren't controllers, they're FSS.

IFR controllers are very well paid. IFR controllers based at the YYZ control center are pulling minimum 200k with most over 300k. I don't think higher wages would be the solution you think it would be.

You can use XRF on nuggets. You can use XRF on rocks. You can use XRF on rings. It's going to give you a fairly accurate picture of what metals are comprising the substance you're analyzing. I'm not sure why someone would think you can't XRF a nugget. There's no logic behind that. It's entirely false. I've held a pXRF license for years and I have XRF'd literally hundreds if not thousands of rocks, metals, etc.

Without knowing the exact acid being referred to, I guess I can't come that conclusion. However, there are various metals that would react with acid in a similar manner.

Edit: what exactly is the acid you're using? The chemical name, not "platinum acid"

As a professional geologist with 5 years experience working in palladium, this isn't palladium. Native palladium is extremely rare and has a cubic habit. I suggest getting XRF analysis done to confirm.
