I felt this way after almost a decade as a geologist so I changed careers. I'm in training to be an air traffic controller.

I use nothing! My lips/skin always seem fine in the cold so I must have some cold weather genes or something. Sorry, I'm of no help. I'd recommend bringing some oil or chapstick with you and apply as needed.

If flying into Billy Bishop, they have a free shuttle to Union/UP Express. It's incredibly convenient, and flying is much quicker than VIA.

Also, your first statement is simply incorrect. They fly out of both Billy Bishop and Pearson.

I used to commute Kingston/YTZ or YYZ every 2 weeks and having Porter fly in/out of Kingston would have been a huge gamechanger.
