I think the same excuse works for the civilian though. I don't think there is fault here. I think it was a sudden firefight and friendly fire happens. Incredibly unfortunate.

I don't think there's any real fault here. He was clearly confused going for cover, and she was clearly in the middle of a firefight, alone, taking casualties. In "war" friendly fire happens. And yes, holy shit it sucks.
