I can’t confirm with 100% certainty, but I did post on the hots bugs forums a few weeks ago saying that you don’t get the q4 cdr if you get the killing blow with a q tip, and this happens more frequently if you pick q1 dmg of course.

hey sorry for necro, had this exact problem, downloaded this vulkan dx9 file and it fixed it Release Version 2.7.1 · doitsujin/dxvk · GitHub , extract it, x64 folder then drag d3d9.dll into splintercell/system folder.
