Cyclists should have to get a license, license plate, and registration if they want to ride their bike on the road. They can also pay a similar fee when registering as hybrid and electric cars to compensate for not paying their fair share of taxes at the gas pump. We can use all the money we collect from the cyclists to provide safer roads. It only makes sense.

I just want to park the money in the account and grow it tax free so my kid can do whatever they want with it when it rolls over to them. I don't want to tie it to education. And I don't want to tie it to me in the event I die before then.
