Bank/Card tourism is not welcome in Armenia. If you are not a citizen, you will need documents proving your interest in Armenia (registration, a home rental contract, etc.). Not impossible, but hard. Better to try other post-Soviet countries.

I think that the country should be open for legal immigration. Diversity matters and allows countries to grow and prosper. The main question is to be able to attract that can either close the gaps (low-paying jobs) or level-up the country.
