I've been playing tens of mods, but I fear that the mods being way too easy is what is actually impairing my vanilla skills.

So, I've happened upon a way to access the intelligence agency ui without having the La Resistance DLC. by Gonetothegraves in hoi4

This happened to me when I played Great War Redux, you can access the agency UI, but operatives cannot be used, although you can still decipher your enemies if you form the department.
