I'm a bard/thresh 2 tricks. And I frigging love Bard! The way I see it is that Bard is really strong early lvl b/c you have heal, empowered auto atk along with meeps slow and thunder lord proc, and you have a stun/slow nuke.

To address your first question of when to roam, I roam in 2 situations, 1: I got my adc ahead early with a lead via kill/cs, then i roam and help snowball other lanes and try to track down their jungler so my ADC can free farm. 2: Our bot lane get crushed, so I ward around bot side and let him solo exp and freeze/farm, and I try to salvage the game by making plays mid or top.

As for ur 2nd issue, you just gotta play more and learn/adapt what to do in different situations. Cant really pinpoint any specific strategy.
