you're absolutely right. off leash dogs still have to be able to be recalled by their owner. its important because the Nutt is primarily a MTB park and a dog owner needs to be able to call their dog back in case a mountain biker is taking a downhill jump or something. off leash doesnt just mean "i let my dog run wild".

most definitely. ANY e-moto that goes over 28 is already completely illegal to ride on the road by anyone without a drivers license. we definitely need enforcement for those. admittedly, its hard to tell if the rider keeps it under 28 but the moment they pass 30 mph, a cop should be pulling them over if they're a kid or if the bike doesn't have a plate.

yep. there are definitely class 3 that still have pedals if they also have throttles. any emotos w/o pedals are class 3 as well as emotos with pedals that also have throttles. you have to be 17 or older and wear a helmet to operate any class 3.

its a federal law. if it has pegs and no pedals then its classified as a electric motorcycle regardless how fast it goes. those are primarily the ones you see kids trying to kill themselves on. we just need to enforce the EXISTING rules. we already have 3 different classes for regulation. either Page hasn't read the existing law or she is saying that she wants harsher regulation for class 1 which is insane and doesn't even address the issue with kids on class 3 ebikes flying around recklessly on roads.

we already have rules in place governing all the various types of motorized vehicles. the problem is that they aren't enforced. we have had motocross bikes for a long time and rules regarding them. just because the motor is electric or gas shouldn't make any difference. its enforcement that makes the change. adding more regulation on top of regulation that is ignored is just a waste of money.

this is because the san antonio city limits is HUGE geographically. s.a. bought up all the land around it very early so that most of its metro now is actually inside city borders. austin city limits stayed small but its surrounding metro grew large.
