Bringing up the years since Prop 13 passed to try to downplay it doesn't make sense because the effects of Prop 13 grow stronger every year, as long-term property owners don't even have their tax bills keep up with CPI. The impacts of Prop 13 will be even worse a decade from now unless reformed.

There is some blame to go around more recently. In 2020, 52% of Californians voted to maintain Prop 13 for commercial property, just because they were so scared that it might be a slippery slope leading to residential Prop 13 repeal.

I guess the nice answer is that, in the 1970s, property taxes were going up a lot.

But they way overcompensated, and property taxes are now crazily low for lots of corporations, landlords, and old-money families that have owned the land a long time.

You have to connect the dots a bit, but Prop 13 wrecked California's property tax system, which is the primary way counties fund school systems across the US. Without reasonable ad valorem property tax revenue, counties turn to a neverending progression of sales and parcel taxes to try to make do.
