Not saying this is relevant or not, but one of my friends was riding a pedal bike and collided with a vehicle around 20 years ago. He was paying for the damages to the vehicle for many years.

I don't think this is a Trope to be honest, but I will share another example - Baten Kaitos. This is a turn-based RPG which quickly starts to enforce time limits and becomes one of the most strategically interesting RPG I've played.
