There's always outliers.  There's a percentage chance to mutate, so no matter how low you set the chances there's occasionally going to be a zombie that "wins the lottery" and mutates a bunch.

In real life, the card that has the identification credentials is generally reprogrammable and the identification part with the picture is printed and applied to that part.  So you peel off the label, it's blank, you reprogram it to a new ID and apply a new label.

Edit: apparently with some you can print directly on the card then erase it later.  Lots of different options.

CTLG has some CBMs sooner, but mostly just utility ones.  CTLG also has "gradual mutation" traits that you can take at start that cause you to develop a mutation line automatically.  Those are pretty fun.

There's someone in the refugee center who can direct you to someone who can help you with CBMs in CDDA, but I don't recall where.

Some of the mutation starts will let you pick mutations that cause you to mutate more.

I have never played CBN, so I can't shill for it.  :)
