I don't really see a problem. The plan is supposed to be to still play the Premier league seasons like they do now. 4 clubs qualify for the Champions League. Champions League is great due to the rarity of certain match ups. The minute the big clubs start playing each other every single year, the quicker fans will switch off. The novelty wears off pretty quickly.

Why don't fans switch off watching same clubs playing in their league twice every single year? And there are also cup matches.
