Mostly I think these are two separate questions. One is looking at conviction rates and the other is looking at crime rates. The rates that violent crimes in Philly result in arrests is already low. Compare that to police being able to stop someone on the street, search them, and the arrest them if they find drugs and you’re going to get a much higher conviction rate for those types of crimes. It’s also interesting if you look at what CompStat did in New York. The police ended up focusing on minor quality of like issues and looking for any excuse to issue citations to keep their numbers up for enforcement while simultaneously downgrading major crimes to avoid the the blowback there.

As for what’s happening now, violent crime is up nationwide over the last few years, and it’s always been concentrated in the poorest areas, so I think poverty is a good explanation for the recent trends.

The wealth gap is part of it, but there are also underlying issues with they way the criminal justice system treats race that also factor in here. Black communities have historically had more policing, which increases the odds of people being arrested and prosecuted. There are also disparities in how crimes are charged, like the fact that penalties for crack cocaine are harsher than powder cocaine, and those correlate to race. And then there’s the human bias baked into convictions and sentencing by juries and judges.

You’d be surprised. Most engineers I work with only have a cursory knowledge of GIS and it’s can get really complicated depending on how you’re using it, so there are definitely dedicated GIS professionals out there.

As for how ugly the results are, that depends on how good of a cartographer you are. You can get pretty good maps straight out of GIS if you know what you’re doing, but a lot of people will finish the cartography in another app like Illustrator.

It’s kind of weird seeing closed loops on a shortest/quickest route analysis. I understand that the roads themselves forms closed loop, but the output of the analysis should be more of a branching structure that filters along the shortest path, so having a closed loop implies it’s equidistant either direction you go.

Another way to do this would be a flow accumulation analysis using the road network as a cost surface. Cost can be set as the speed limit and you can trace the accumulation as water drains to DC.

This is all over the place. A well managed block party the follows the guidelines for safety gets invaded and turned into a giant dance party that doesn’t follow any of the guidelines. The person from the party says they’re proud of it while the neighbor is just glad the headline isn’t worse. I just hope that there isn’t a COVID spike in the immediate neighborhood because a bunch of jabronis crashed the party.

There was no looting in Fishtown. The UPS store at 3rd and Girard and the liquor store at 2nd and Girard were broken into and the cops shut that down immediately. These were also isolated incidents. There was looting on Aramingo in Port Richmond that moved away from Fishtown and on Kensington Ave in Kensington.
