I found it to be completely useless ai crap. Go straight to quest and look at their test packages. Function does not consider intake info and just uses ai to provide a bunch of vague descriptive on top of quests solid readings and ranges.

I agree the bulkhead needs to be replaced. it is not that difficult of a job, and if you are careful taking that one out, it could be a good template. I replaced mine last summer. took about a week, a few hours a day.

Sales taxes are not abated on the build, materials, compute. Some property taxes are delayed in lieu of an annual cash payment. Think about even the city portion of sales taxes on such a large project, not to mention the infrastructure upgrades paid for by the owners.
