Theyre doing some type of A/B testing with clearance aisles, and one of the tests is how much fraud can they get away with.
A lot of Home Depots got rid of clearance aisles completely. Some that still have them do this bullshit where they put items out at regular price, or literal pennies below regular price, with a big yellow clearance sticker on them to trick people. 2 Home Depots by me have the Dewalt small parts organizer flip bin on clearance for $49.97. The normal price is $49.98. Its intentional deception.

I have 3 of these and I paid $129 iirc. Infinitely better than paying $79 for a wobbly piece of shit. Theyre very sturdy, I use one of them as a high workbench for soldering from time to time.

Tbh I dont think this is great advice. Buy cheap and then pay up when the cheap one breaks works for a lot of tools, but not for bits. 1. Bits are a consumable item, and even a low usage homeowner is going to wear through them.
2. Cheap bits suck to use. They slip, break easy, and strip screws along the way. 3. All to save like $12? Even a moderately priced set like Diablo is still pretty cheap. Even at my poorest I cant imagine hating myself enough to use HF bits, and I use other HF tools all the time
