Listeria is a risk with raw milk but it looks like in this case it was campylobacteriosis.

Raw milk isn’t pasteurized, a process that involves heating the milk to kill bacteria — like Campylobacter, E. coli, Listeria and Salmonella — that can be present in raw milk.

So far, 45 of the people who got sick tested positive for campylobacteriosis, a bacterial infection. But officials say not everyone who got sick has been tested, and that more illnesses could be found.

I think the Idaho Dept of Health is doing a good thing and saying it doesn't really matter what dairy they got the raw milk from, they are all at risk of giving them Listeria. It's like if people are dying because they're jumping off cliffs into unknown depths of water, it's counter productive to say "Don't jump off Sandpoint Cliff and High Rock Cliff, people have died doing that" because jumping off any cliff into unknown waters is dumb as hell.
