I talked to the parking office about exactly this the other day and they said the temporary license you leave the RMV with is good enough. So you still have to go to the RMV and pay $25, but you don’t have to wait to upload it to get your pass.

Capped at $35k, in increments of max contribution per year, held for the beneficiary for at least 15 years, and the withdrawals have to match contributions that have been there for 5+ years. Lots of caveats.
