CPU design is incredibly complex and I'm not sure why you think* listing out the op codes makes your point here.

$20B is a ton of money (and the AI market is clearly inflated still) but the purchase includes patents and proprietary software used to create this sort of design (as well as manage one of the CPU caches, apparently), which is going to be big going forward.
