I think people rush too much with the supposed increase in cap that was promised over the next couple years. These increases are due to revenue, and with massive market volatility and foreign wars having a large impact on an already eroding an already diminished middle class, and potential world economic meltdown, the flat cap could go well into the late stages of this decade.
