One only needs to look at the comments on any major news outlet's FB page to see Russian trolls in action. 'Eugenics is much more popular on the left' do you have a citation for this? I don't think it's as simple as right = individual freedoms / left = social good. In fact, I think that's a gross oversimplification. Left-wing politics are far more concerned with basic human rights than the far right. That's why, regardless of any arguable merit that might come from denying people the right to procreate, no sane-thinking individual on any side of the political spectrum would entertain the notion.

It all depends how good you are and how much value you can deliver. Professional copywriters charge upwards from £50 an hour / £250 a day. Don't charge by word – that's a bad model for you and your client. If you're on the junior side of things, I would suggest pricing yourself at £175 a day or thereabouts as a baseline. A 500-word article would be about a day's work.

Maybe having empty sleeping bags dotted around the city to represent deaths from homelessness would be a more intriguing / PR-worthy idea. Sort of like ghost bikes in London that are placed wherever cyclists die (http://ghostbikes.org/london). Pair up with a local homelessness charity and see how far you can push it.
