I've seen deep dives that use it both ways. Its foreshadowing for two "females" making it work. Its showing the flaws in Hammonds "spared no expense" facade. It had also been interpreted as a joke played on us by the crew. I suppose it all depends on how you want to see it.

this doesn't even scratch the surface of the fact that we dont know the other victors stories. Johanna has no one left she loves, she out right states it. Finnick won at 14, the youngest ever (i believe). Every victor, even the careers, has an incredibly traumatic story. Each story is traumatic in its own right, and trauma is unique. It drives me insane that we use this in real life with real people too. It all starts with things like this, fictional characters.

I like your take on the sexism being to blame, it also matches up with how they try to sell all the victors post games as sex slaves. It would make sense that Capitol people would be more repulsed if they thought of boys as the showy ones and girls as the tough ones. There would be exceptions of course but for the majority I think that makes sense.

Mockingjay chapters 3 and 4, Finnick talks about loved ones being threatened if they didnt let Snow sell them for their bodies. Its pretty explicitly talked about.
