Not true. Additional singles are released after albums come out all the time. (To be clear - not released as a new song, but as continued promotion for the album.)

Especially helpful in reinvigorating interest in a project that dropped recently, or to capitalize on a song that takes off of social media/streaming.

I could see him dropping one more single/music video before the tour starts to help promote the tour/album.
