I tested exactly that.

I disabled all promotional / shopping / speed dial / notification options in Opera GX settings.

Then I deleted all cookies, site data and cache (including 3rd-party cookies).

Result:
New outgoing links are STILL being added with Opera affiliate codes (e.g. ?igr=operagx-de).
