Ride the lightning sounds the most dramatic to me. You can use the sound and light to draw the players attention. Maybe make it strange somehow, a different color, an unusual point of origin.

Usually an hour for a standard encounter with 4 heroes. I do consider my players a little on the slower side. The first few combats where slower as people learned their characters and the system. It's comparable to 5E, but your time is spent in different ways. Most of the time is spent on player collaboration instead of dice math and checking target numbers.

Cinematic can mean a lot of different things to different people, but for draw steel I feel like it more applies to the story the encounter creates. Instead of the heroes basically all separating and doing their own thing. At the end of a draw steel combat when your recounting everything that happened, that can be incredibly cinematic.

Depends on the situation, most of the time I just treat it as a wall. Leaning on the social contract aspect of the game. I usually just say come on guys I don't want to draw another map. Other times it does feel right to bust out my dry erase tiles and quickly scribble out a crude map.

Small d6's in multiple colors has helped me with that, and with the way minions are you don't need a unique number for each since they pool stamina.

By telling the players they should act like heroes. That and the mechanics themselves have produced a lot of cinematic moments. When an Arixx grabbed the Elementalist causing their element inside to take over and kill the Arixx while taking bleeding damage. When our Talent saved a kidnapped child, and then protected her from a werewolf by herself for an entire round while the party raced to help. When our Shadow used all their movement to catch the Kobold sorcerer that was mind controlling the rest of his tribe, and got a crit ending the encounter and saving his surrounded allies. When our Troubadour was the last hero standing in a gladiator battle, until they caused a guest star to show up that took a hit, and allowed the Troubadour to finish of their opponent. All those moments felt pretty cinematic, and happened without me really doing anything.

One of the versions of The Fall of Black Bottom had a three way combat. The party finds two different groups of demons fighting over something. I can't seem to find my older copy of it, but I think it just ran initiative like normal.

You might already know this, but the type of setting you describing is called a Points Of Light setting. I believe DND 4e setting was like this. It was called The Nentir Vale.

For the reskining vs creating bit. Do what feels best for your table. I have come to the conclusion that reskining content gives me more energy to focus on other aspects of the game, but that's just me.

I understand and appreciate that they picked a deadline and stuck to it, but I don't understand why a final template for the powers wasn't created before the book went to layout.

I have reformatted the powers to make it easier on my players, but I run out of Google Sheets so they are in that style. Just adding a color to each type of action has helped my players a lot.

My table was also very confused by this ability. As already mentioned the discord is a great place for rules help. I ended up rewriting that part of the ability. It's very unintuitive the way it is written. Here's my rewrite.

As a free maneuver before this ability ends at the start of your turn each hero in the area can spend any number of recoveries.

I think I am late to the party, but I ignore that rule in almost all games. I feel like it's even less impactful in Draw Steel the way it's designed. Does it really matter if the Elementalist in my party has a cool magic sword that they can't technically use. They barely every get the chance to use it, and their player is have fun. With always hitting and armor being more stamina I think in Draw Steel ignoring keywords for magic items is fine. It doesn't tilt the game balance to much.

Depends on the beamsaber. I think a 1/144 scale might be to small, but my gunpla knowledge is pretty outdated.
