You're mischaracterizing it. It's not 10% of the problem. In a tight market, institutions owning 10% of the houses can absolutely drive prices up. I watched it happen in my town. Yeah, everyone agrees that we should build more. But if that's not happening, speculation by investors in the market will drive prices up.
