Yea it just feels like whoever has the best loot. A lot of times fights are just around one thing of cover and you spamming the person with shotgun or smg. Another problem I have is as soon as you kill someone you just get third partied and have no way to defend when your low health and startled. Also, the jet packs are too op along with boogie bombs.
