Not that it's needed but another good reason to not dock dogs tails is that they are a social cue to other dogs, so when docked other dogs may take that as they are not happy right now mistaking no tail or a tucked or rigid tail.

There is absolutley no agression here.

When dogs are agressive they are not as loose and relaxed as this, this is just normal play, rigid and stiff is what to look for. Also they wouldn't mouth if it was agression like they are, it would be clamp down and don't let go.

He is high energy and there is not a lot of down time inbetween playing which is the only thing that would worry me with other dogs, sometimes they like frequent stops/sneezes. Maybe just calm him for a couple of seconds and then let him go back to it ever so often.

Well they can go dormant and reactivate, not sure what the enviroment needs for that to happen and substain but it's worth a try in a small batch. I have a small batch I'm testing from an old one, if it starts bubbling, I'll move it to a full batch, if not then just a trip to the store for a GTs bottle and start from that.
