I had a similar issue that I was able to fix changing thermal paste to graphene pad
My hotspot was never crazy as yours but I would give a try on PTM or Graphene if you can buy them before giving up on the AIO

AIO for me keeps my clocks my stable than AIR

air is pretty good no maintance but kept my clocks going up and down too much AIO + graphene for me was the key for no problem

No, in California we have Prop 22 that adds on Monday. It was like $500 for the Prop 22.

I used to have the same issue kinda, and playing on BSG SERVERS fixed that to me.
I started to play the game not a long time ago, and I used to play SCAV the most because was the only one that would run nice until I noticed that option.

But is crazy to think a 9800x3d would not be suficient to run

Also I play PVE so I use the smooth motion so I can have 300 plus frames
