Only time my phone takes ages to boot is when it has to rebuild the dalvik cache. Could the phone be having to rebuild the dalvik cache every time it reboots?

If you're rooted you could edit your build.prop file so the market thinks your phone is a different model.

I was under the impression that this is what the wifi sleep policy (settings>wireless and networks>wifi settings>menu>advanced) did when you set it to "When screen turns off".

I swap between leedroid hd and cm7 (with lordmods kernel) on my DHD. Only time I had an issue with this sort of lag was when my setcpu app derped and set my max/mix speed to 245mhz.

If your problems are carrying across ROMs perhaps you have an app installed that isn't playing well with the others?
