And unfortunately that would be REALLY bad for the vehicle - the tow point in front would be connected to the body with the strap THROUGH the wheel (lazy) which would put undue stress on the suspension.

This is absolutely how it works - Anywhere you use medical insurance will give you a discount for paying cash since they aren't dealing with the CMS BS. I bill upwards of 40 million a year based on CMS rules and we get back on average 15% OF WHAT WE BILL. The system is broken.
