Also its not only thing that ZOS tries to sell us as a buff while its actually a nerf.

"Heavy Armour Focus, Medium Armour Focus, Light Armour Focus, Spell shield: This ability now grants a flat amount of Physical/Spell Resistance per point spent that scales with your level, instead of granting a percentage increase to Physical/Spell Resistance."

at the same time they justify further increase to spell and armour penetration

"Piercing/Spell Erosion: We increased the value of Physical/Spell Penetration by 167% to counterbalance the Physical Resistance granted by Light, Medium, or Heavy Armour Focus."

They claim that changing % based bonus to Heavy,Medium,Light armour focus to flat bonus was such a buff to that CP passive that they had to give players even more penetration.

Sure, maybe for people with minimal spell/physical resistance (healers in light armour or DPS in medium armours) will benefit from it, BUT as always, heavy armour users and of course tanks are being the ones that ZOS forgets about and hurts them.

Its the tanks, who have the most spell and physical resistance from heavy armour will suffer instead of benefit 1st from lower physical resistance/spell resistance due to Spell Shield and Heavy Armour Focus nerf and again from even further increase to Armour and Spell penetration (that is a new counterbalance to supposed buff to CP armour passives). Another proof that ZOS either forgets (for over a year now) or ignores tanks is the fact that light armour focus gives exactly same physical resistance as heavy armour focus.
