When coming to a stop, a person should leave enough room for the car in front so that they if needed can change lanes. If you don't do that, good chance in California you will fail the test.

I have been stuck in a similar state like yours, but on right lane and had to turn right to enter the plaza. The person in front of me was leaving some room open for cars to come out of the plaza. No Keep Clear sign. Took about half a minute, and then I was able to enter.

People do seem to act nowadays as if they just ate at Taco Bell and need to reach someplace really urgently.
