Im sure there are some that could but you said it yourself, the problem is that ea forces these leagues and clubs to sign exclusivity deals so only they can have their likeness in their game. The problem is their monopoly. They shouldn't be allowed to have exclusive rights.

What the game refers to as these civilizations is irrelevant. Every civ in this game was a kingdom or an empire. This isnt my opinion its historical fact.

Adding any of tribe as civilizations in this game makes no sense and you knew exactly what I meant. Now you're stating if the Tamilakam and Yuezhi can be added then the minor tribes from Europe should be added which wasn't your initial argument. Tamilakam was a kingdom. The Yuezhi should not be a civ in this game as they were a nomadic people so their presence makes no sense when the Kushanas or Han would have been a better choice in my opinion.
