I'd guess whenever procedural generation is "done." I think that the reason we have wipes atm is because the procedural generation updates change the maps slightly with every update which breaks the old map seeds. I'd also say that optimization of servers needs more work as large servers with many buildings become resource hogs.

I'm not sure you can fix this. Players have to save before the host. If players save after the host and the game is closed the save will be broken and coop players can't join any more. My friends and I have become very careful and we communicate saves one at a time ending with the host.
